Public Nuisance

Why is it that the downtown SF public library is filled to near capacity with people who never demonstrated any interest in reading when they were in school ?

Could it be... that it's the only decent, warm place open to the public that has restrooms ?! O.K. so we now have a giant building for these homeless people and ex-convicts to hang out. But it's supposed to be a library, and most of these people really have no interest in reading. What does this mean? If we want a LIBRARY for people interested in READING, we need to provide another place for these other people to hang out... a place with public restrooms, maybe even showers, so they don't have to bathe in the public library sinks and change clothes in the toilet stalls ?
